"There's no time like the present.
"Premiers and chief minister can come along and sign on Friday."
If they don't, the government is prepared to continue working on the issue up to June 30.
Business Council of Australia president Tony Shepherd said his group, which represent the nation's top 100 CEOs, supported the underlying principles of the schools funding plan to lift standards and support schools with disadvantaged students.
But he thinks Labor put the cart before the horse in the process to get states' agreement.
"Work out what it is going to cost, who's going to pay and how they are going to pay for it and then announce the plan," he said.
"Not announce the plan and then work out later how we pay for it."
Meanwhile, university students across the country on Wednesday protested against the Gillard government's plan to cut $2.3 billion of funding from the tertiary education sector to help pay for schools funding.
The action was spearheaded by the National Union of Students in all major capital cities.
"Awareness needs to be raised about the potential impact of these announcements on the quality of education and student debt levels," NUS president Jade Tyrrell said in a statement.
The changes involve a two per cent efficiency dividend on university funding in 2014 and 1.25 per cent the following year.
